North Eastern Police Academy (NEPA) is the Indian North Eastern institute for training of DySP, Sub-Inspector and Assistant Sub-Inspectors, before they are sent to their respective state cadres to carry out their duties. Academy have various background checks, Examination, Physical Requirements, Medical Requirements, Legal Training, Driving Skills, Equipment Training, Firearm Training, Swimming Training and Jungle Camp etc. for new police recruits. History

In the late 1970s a need was felt to establish a police training institution dedicated to police personnel of the North-East region of India, to cater the training need and to facilitate the development of police force of the region in line with the modern policing. The 'Regional Police Training College' (RPTC) was established with the administrative approval of the President of India on the recommendation of Gore Committee and came into being on 21 July 1978. The college started functioning from 1979 by training the newly recruited ASIs, SIs and Dy.SPs and in-service personnel in two Basic Courses, one Promotion Course, a Refresher Course, and a specialized Course respectively with a limited number of trainees (166). The first training course 'Understanding Human Behavior' was held in March 1979 at Lake View Cottage Hotel, Umiam. In May 1980, the name of the institute was changed from The 'Regional Police Training College (RPTC)' to its present name 'North Eastern Police Academy (NEPA)'. Apart from serving as viable institution to impart training to the police personnel of the North East-States, NEPA has done remarkable service in bringing cohesiveness, professionalism, co-operation and uniformity among the states police forces of the region.

Training

The North Eastern Police Academy (NEPA) trains to the directly recruited Police Officers of the rank of DySP and Sub Inspector of N E States. The trained officers will be posted as Deputy Superintendent of police(DySP) and Sub-inspector in their respective states under whom the other sub-ranks of police force will be working. It also offers a number of different types of in-service training programs for Police personnel of N.E. States from the rank of constables and above. It also designs and offer courses which will bring Police Officers in close contact with Officers of other Departments like Revenue, Judiciary, Magistracy and Customs, etc. Apart from this, it also undertakes research, survey, case studies, compile documents and analyse the available literature relevant directly and indirectly to Police training. The academy also conducts a number of short term In-Service courses every year. The syllabus of the Basic Course and In-Service courses are based on the recommendations of the Gore Committee and as approved by the BPR&D. The academic content of the syllabi of Basic Course is divided into three major categories - Social Science / Police Science and Legal Studies. The final examination of Basic Courses consists of 6 papers in Social Science, 10 papers in Police Science and 5 papers in Legal Studies.

In addition to achieving the objectives prescribed initially, the Academy has been periodically assessing the training needs of the N E State Police Organizations and has been catering for the ever-changing needs to a larger extent. The NEPA on the request of the Police Chiefs of the N E States is presently offering various courses every year in addition to the Basic Course. Also, the Academy is organizing various Seminars / Workshops on different current topics. The Computer Courses are being conducted in the Regional Police Computer Training Centre which was established in the year 1995 in NEPA as the 5th RPCTC. Various courses like CCTNS / Cyber Forensic / Cyber Crime / Ethical Hacking etc., are being conducted with the faculty support of expert organizations like NCRB, NIC etc.

Organisation

The Academy is headed by a Director, an IPS officer of the rank of Inspector General of Police and assisted by one Additional Director of the rank of Deputy Inspector General of Police, one Joint Director of the rank of Senior Superintendent of Police, one Deputy Director of the rank of Deputy Commandant, one Medical Officer, Five Assistant Director i.e., Assistant Director (Lecturer), Assistant Director (OL), Assistant Director (Law), Assistant Director (Scientific Aids), Assistant Director (Law) and Three Deputy Assistant Director (Police Science). A Forensic Scientist, a Judicial Service Officer, a specialist each in Training Methodology, Computers and Wireless. The sanctioned strength of the faculty includes management professors, reader in Behavioral Sciences, reader in Teaching Methodology, Medical Officers, Scientific Officer, Multi-graph Operator and Chief Drill Instructor. The supporting staff includes administrative, ministerial and medical staff and other Group D employees.

Other developments of NEPA

The Academy has taken up various projects to develop the infrastructure to train the police personnel of NE States as well as the country. Many construction (residential / Non-residential) projects are under progress. New posts have been created. Instructors are appointed on deputation basis from CPMFs to meet with training requirements.




Library

The academy has a library in the administrative building. The library has a stock of around 24,000 books on professional subjects. Cassettes and CDs on training subjects and training film are also available in the library. A number of news papers / magazines / periodicals / various publications are collected for the benefit of the Basic Course Trainees, In-Service Course Trainees and staff of NEPA.
